Update of progress and developments in the Day Service Modernisation Programme:

Community and Day Support Services for Adults: Communication and Implementation plan

This implementation plan follows the Day Services Review Report and recommendations which were approved by the Social work and Health Committee on Friday 26 November 2010. The recommendations approved are:

  1. Future day services for adults with a disability should be underpinned by the principles in section 3.7 and proposed service outline in section 3.0 of the main review report.
  2. Flexible day services should be made available in the evenings and at weekends.
  3. Suitable facilities should be available where personal care and support can be provided safely for those who need this, particularly for those with Profound and Multiple Learning Disabilities and complex needs.
  4. Pilot projects for Self-Directed Support will be established for a group of service users who choose this as an alternative option to day services.
  5. Integrated day services should be developed for people regardless of the type of disability they may have with equitable access to increased community activities and involvement.
  6. Development of partnership strategies with other agencies e.g. Health, Local and Community Services, Education and Employment Services to provide further integration into the community, including Transportation Services in respect of transport issues.
  7. Exploring development of proposals for better use of facilities e.g. sharing with other community services, groups and developing facilities such as community cafes
  8. Development of a more consistent and joined up approach between Fife Employment Team and day services.
  9. Work with older peoples’ services to develop effective day services for adults over the age of 65 and those with early onset of dementia.
  10. The External Reference Group continues developing the evaluation programme so that the success of the development of day services in the future can be measured.

A shared vision

The vision for our day services in the future for adults with disabilities will be based on full partnership with service users and their parents / families.

We will support people in their chosen community activities throughout the day, evenings and weekends as directed by them and their families. We will ensure through taking a personalised and person centred approach that we listen and work with individuals aiming to support them in achieving their goals and aspirations for fulfilling lives.

Our community and day support services are based on the following principles:

  • Flexible and responsive -we will support people through the day, in the evenings and at weekends according to their different levels of need/li>
  • Protection and safety - we will make sure people feel safe and supported in their day to day activities. We will develop a skilled workforce and will work in partnership with health and other services in the community to achieve this.
  • Local and accessible regardless of age and disability - we do not expect people to travel unacceptable distances or feel segregated because of their disability and we will 1make sure that those over 65 years of age receive opportunities that make sense to them.
  • Choice and opportunities - our staff will be skilled in supporting people with their choices and options and encourage individual development through community activities, employment, education and better health and well being.
  • Parents and families - we will listen and be guided by the needs of parents and carers.
  • Equitable and inclusive – our services will focus on the person first and their needs, regardless of disability.
